Федеральная таможенная служба (ФТС) России не подтвердила появившуюся в СМИ информацию о массовой проверке автомобилей, ввезенных по параллельному импорту. Об этом ведомство сообщило корреспонденту siapress.ru.

«ФТС России не подтверждает появившуюся в СМИ информацию о массовой рассылке ведомством владельцам ввезенных по параллельному импорту автомобилей требований о необходимости доплатить таможенные пошлины», − говорится в сообщении.

По данным ФТС, с 2022 по 2025 год в Россию физическими лицами для личного пользования было ввезено около 815 тысяч автомобилей. По результатам таможенного контроля доначисления пошлин коснулись 2 510 автомобилей (0,3% от общего количества), а сумма доплат составила 1,3 млрд рублей.

В 2024 году подразделения контроля после выпуска товаров провели 248 проверок по факту занижения таможенной стоимости машин, в 243 случаях выявлены нарушения на сумму более 125 млн рублей. В 2025 году подобных проверок пока не было.

ФТС также опровергла информацию о возможном аннулировании электронного ПТС при выявлении заниженной таможенной стоимости. Такой механизм в законодательстве не предусмотрен.

«При принятии решения о корректировке стоимости транспортных средств для личного пользования по результатам проведенного таможенного контроля механизм аннулирования электронного паспорта транспортного средства не предусмотрен. Обращаем внимание, что ставки таможенных пошлин, которыми облагаются автомобили, ввезенные физическими лицами для личного пользования, определены Решением Совета Евразийской экономической комиссии от 20 декабря 2017 г. № 107 (Приложение № 2)», − дополнили в ведомстве.

Кроме того, ФТС проводит отдельные проверки в отношении физических лиц, которые ввозят автомобили для продажи, но декларируют их как машины для личного пользования. В таких случаях применяется пониженный коэффициент утилизационного сбора, что позволяет существенно снизить платежи.

Если выясняется, что автомобиль фактически ввозился в коммерческих целях, владельцам направляется уведомление о необходимости доплаты сбора в полном объеме. Так, в 2024 году ФТС провела 78 проверок, в результате которых сумма доначисленного утилизационного сбора составила 535,9 млн рублей.
