Недавно прочитал научный труд «О кадровом обеспечении треста «Тюменьдорстрой» в период освоения нефтяных месторождений Тюменской области с 1965 -1979 г.г.».
Оказалось, что там в те годы были серьезные проблемы с кадрами рабочих- механизаторов и ИТР. Текучка среди них достигала почти 90%. А дефицит кадров ИТР вообще испытывался постоянно колоссальный.
Напомню, что в ноябре 1965 года в Сургуте был создано строительно- дорожное Су-904 и автобаза 92, которые начали строить бетонную автодорогу Речпорт - Нефтеюганском шоссе- Усть - Балык.
Первые экскаваторы в Сургут были доставлены грузовыми тяжелыми транспортными самолетами АН-22 «Антей» приземлившихся на старом аэропорту в районе проспекта Комсомольский.
Костяк СУ-904 и АБ -92 прибыл из Казахстана. А дальше набирали на месте, по оргнабору, по комсомольским путевкам и так далее. Проблема дефицита кадров в Су- 904 и Аб -92 были: неустроенностью быта, отсутствие жилья, отсутствие производственной базы и так далее. И так было не только в Сургуте, а на всех территории освоения нефти в Югре. Тем не менее дорожники в срок построили аэропорты в городах: Сургуте, Нижневартовске, Березово, Нефтеюганске, Надыме и Тюмени. Построили и сдали нефтяникам тысячи км автодорог с твёрдым покрытием, в том числе на гиганте Самотлоре.
Напомню что все это происходило при текучести кадров водителей, экскаваторщиков, дорожных рабочих, доходящих до 80-90%. А дефицит кадров ИТР в «Тюменьдорстрое», в «Нижневартовскдорстрое» был хроническим и сопровождала весь пионерный период до 1979 года.
Но в печати как-то не было сообщений о смене Главного энергетика, Главного механика или Главного инженера треста «Тюменьдорстрой». Наоборот Главный инженер треста «Тюменьдорстрой», вырос и возглавил вновь созданный трест «Нижневартовскдорстрой». А дорожный рабочий Аркадий Лейтланд, начавший в 1967 году строить дороги на Самотлоре, вырос до управляющего треста «Нижневартовскдорстрой» и затем до заместителя Министра транспортного строительства СССР.
Поэтому сообщения о том, что некий Андрей Соловьев сменит некого Алексея Киреева обывателю, как-то «по барабану».
Но все эти сообщения выглядят не только как некий фон, как некий СПАМ, но создают общее впечатления о Правительстве Югры, как о «проходном дворе». А это как не крути, подрывает имидж Правительства Югры и подчиненых ему структур.
