Генерация идей среди населения по решению любой проблемы в Югре у югорских чиновников стала традиционной формой замены самой работы по решению проблем.
Так и с «Регионом для молодых». Вместо конкретного плана самого Правительства Югры в массы брошен клич по сбору идей.
Далее похоже югорские чиновники эти идеи будут анализировать. Дальше будут искать идеологию и пошли во все тяжкие по затягиванию практической работы по реализации Программы. Получается вроде все работают, все органы задействованы, а результаты не просматриваются ни в этом году, ни в следующем году, ни в 2025 году.
Ведь бюджет Югры свёрстан уже на три года. А целевых бюджетных средств для реализации Программы «Регион для молодых» я в принятом бюджете региона на 2023-2025 г.г. не увидел.
Нет конечно, если поработать с микроскопом, то можно некоторые статьи бюджета пристегнуть к программе «Регион для молодых». Есть такие статьи двойного назначения в бюджете.
Также можно и статьи в региональном бюджете найти и для пенсионеров в неанонсированной Программе «Югорское долголетие» или «Регион для пожилых».
Впрочем, закрепление пожилых в регионе идёт сейчас и так более, чем успешно. И все это благодаря великолепной медицине в Югре, в которую вкладываются десятки миллиардов рублей. Огромные средства бюджет выделяет и в территориальные центры работы с пенсионерами, где пенсионеры могут проводить свой досуг и продлевать свою активную жизнь. И поэтому «Регион пожилых» стал нашей югорской реальностью. Не хотят пожилые граждане уезжать из региона.
Между тем, регион стремительно стареет. Если ранее средний возраст региона был до тридцати лет, то сегодня трудно сказать какой, но наверное в районе молодого пенсионера. .
Процесс, когда молодежь уезжает из-за невозможности полностью реализовать в Югре, а пожилые люди после выхода на пенсию не стремятся покидать регион из-за сверхмощной медицины и социальной защиты, неминуемо приведёт средний возраст города к старению населения, тем более что срок выхода на пенсию сейчас сдвинулся на 5 лет. Если раньше женщины уходили на пенсию молодыми - 50 лет (самый расцвет женщины сегодня), а мужчины в 55 лет (тоже вполне бодрячок), то сегодня это 55 лет и 60 лет.
Это тоже не работает на Программу «Регион для молодых».
Поэтому сбор идей среди населения идёт и это хорошо.
Но идеями сыт не будешь.
Надо работать.
